Abstract
Individuals with misdemeanor and felony records in Monterey County face persistent barriers to employment due to criminal record stigma, despite being eligible for relief under Proposition 47. This capstone project was implemented at the Monterey County Public Defender’s Office within the Clean Slate expungement unit, which serves low-income individuals seeking to reduce or clear their criminal records. The project focused on supporting formerly incarcerated community members by developing a formal verification letter confirming their active participation in the record clearance process. The purpose was to empower clients during their job search by providing documentation they can share with prospective employers, thereby increasing their chances of employment and long-term stability. The project involved creating the letter template, educating clients on its use, and hosting job-readiness sessions covering confidence-building and interview skills. The expected outcome was for clients to use the letter effectively as a tool to overcome employment barriers. Results showed that clients reported increased confidence when applying for jobs and greater clarity on how to advocate for themselves. The project met its intended outcomes and was well-received by clients and staff. Recommended next steps include formalizing the use of verification letters across all expungement cases, expanding employer outreach on second-chance hiring, and tracking employment outcomes to assess long-term impact.
