Abstract

Considering the possible return of bilingual education programs back to California schools due to the passage of Proposition 58, this research examines the effectiveness of different bilingual education programs on the academic achievement of English language learners (ELLs). This issue is imperative to future teachers because the number of English language learners continues to rise in California. Because the level of academic performance of ELLs is significantly lower than the native English language speakers, different bilingual education programs have been reviewed. As a result, all the bilingual programs are not created equal evidenced by the literature review and interviews with teachers in the Monterey County.
